Launch X431 PRO3S+ Diagnose Tesla Model 3 2020 “Communication Failure” Solution

Problem:

When I used Launch X431 PRO3S+ V5.0 and EV Diagnostic Upgrade Kit to diagnose Tesla Model 3 2020 HV Battery, an error message “communication failure” appeared on the screen. Do I need to open Tesla license?
